2016 Legislation - Building Communities

H 541    PURCHASING
Allows political subdivisions to piggyback onto contracts that were competitively bid by the State of Idaho. This bill provides that any contract let by the Division of Purchasing, competitively bid or not, would be available for use by the political subdivisions.


H 357    STEM ACTION CENTER
Adds the STEM Education Fund to the educational entities for which a taxpayer would qualify for the existing income tax credit for charitable contributions to education-related funds. This will help incentivize individual and corporate donations to support the work of the Idaho STEM Action Center.


 H 474    TAXING DISTRICT BUDGETS
Requires non-school taxing districts that elect to take a foregone property tax increase to hold a hearing in conjunction with their annual budget hearing. These districts will certify by resolution their (1) intent to take a foregone property tax increase, (2) the amount of the foregone property tax increase to be taken and (3) the purpose for which the foregone property tax increase 


H 406a    RECREATIONAL WATER AND/OR SEWER DISTRICTS
Amends the water and sewer district law by providing a process for the governing bodies of a water and/or sewer district and a city to include or remove area, within a city, to or from a water and/or sewer district by resolution and/or ordinance, subject to certain minimum qualifications where there is an existing water or sewer system. This process provides for a public hearing, a process for special election and an option to establish residence zones for the election of directors of water and/or sewer districts.

S 1237    ENVIRONMENTAL QUALITY
Amends existing law to revise priority classifications for certain water bodies in regard to the development of total maximum daily load or equivalent processes.

Clearwater Basin Collaborative Group

The Clearwater Basin Collaborative Group is made up of many different interest groups with a goal of developing sustainable land management practicies across the Clearwater National Forest and Nez Perce National Forest of northcentral Idaho in support of local and regional economies. 

The group has been working together successfully for several years and has made several recommendations from timber management to water quality to wildlife management.


Craig Mountain Business Park

The City of Craigmont was awarded an Idaho Coummunity Development Block Grant to provide necessary water, sewer, power, and broadband conduit utilities to its Craig Mountain Business Park.  The business park is home to Idaho's only lost-foam foundry and is the result of collaboration and partnerships that include the Idaho State Department of Commerce, Idaho Small Business Development Center, and others.  Shown here at the Ribbon Cutting Ceremony is Mayor Roger Riggers and Ed Endebrock owner of Ende Machine & Foundary, LLC.

Future Farmers of America

Additional funds were appropriated for the Agricultural Education Program Start-Up Grant awards of up to $25,000 to school districts and public charter schools to begin, or to re-establish, an agricultural and natural resource education program in any grade 9 through 12. No more than four grants may be awarded per  year. These grant awards fit the Idaho Initiative-Secondary Agricultural Education Improvement brought to the legislature by Future Farmers of America students and their advisors. The total program develops the total student - classroom instruction, Future Farmers of America, and supervised agricultural experiences.
